It will advance as the writers want.No, even the 24th century illustrated technological advancements that continued to evolve over time... however, the 32nd century mainly didn't change that much sans for personal transporters (which aren't even TW based) and programmable matter (both of which would have been viable for widespread implementation by the mid 25th century given the tech SF already had in the late 24th).

As you said,that's not how it works on Star Trek. Trek's not overly concerned with tech.Actually, its fairly easy to predict how it could advance. The stage was already set... all it takes is extrapolating the tech on a larger scale and how it would be used widely... its not that difficult ad scifi writers have done this before... so its a bit sad to see Trek not changing things much or at all.
