More of Rokua. As I mentioned she's a powerful sorceress who, millennia ago, joined a secret society of sorcerers simply named "The Order" and after learning all that they had to offer, she destroyed the planet, or at least it's ability to sustain life with a weapon, a thaleron radiation based weapon. Later on, she made contact with the than Praetor of the Romulan Star Empire and made a high ranking colonel in the Tal Shiar and given a proconsul in the Senate in return for secrets from The Order, not to mention the Praetor admitted to the rest of the Senate that he'd rather have her on their side and not have such a monster as an enemy. Her authority as proconsul is focused mainly in the worlds near the Neutral Zone, the most overlooked areas in the Empire. Thanks to the Praetor and the Tal Shiar, Rokua acting as the Central Administrator, had the authority to override the orders of outer rim government officials,as well as the power to call in the Imperial fleets when needed, and command them in operations in the out rima and quickly made many enemies in those areas, although the officials who hated her feared her, also.
She has many skills in her dark magics, but illusions and deceiving others are amongst her best and personal favorites. With her abilities, she gained a reputation, both in and outside the Empire, as someone not to be messed with and very few dared to stand up to her. She's very arrogant and is very greedy for power and with her extreme confidence in what she is able to do, she is not satisfied with control over the far rims of the Empire, and plans to eventually conquer not only the quadrant but the entire galaxy at some point. She has no desire for wealth or friendships, and authority over other people and, of course, harming others as much as she can is what she enjoys the most. She looks at all other people as pawns and tools to help her achieve her goals and looks foreword to disposing them at some point once they are not needed anymore. Sometimes she'd kill her subordinates for failures, even if they were very competent and failed her once. Sometimes she'll kill them for just bringing in bad news. Though her favorite thing was to torture her crew for failures, she has the ability to have people relive any memory of theirs she chooses ( she has highly developed mental powers and a formidable telepath ) and alter them in any way she choose.....often either taking a good memory and changing it into something terrible, or intensifying an already bad one. The effects are temporary, though the victim's going to be a basket case for several hours afterwords. She believes her crews will perform better in the hope of avoiding such results. Also, she does not like political maneuvering, she had the crew of the
The Dagger's Sheath wear uniforms devoid of any rank insignia to perpetuate political myths. Although the crew hated this, they rarely complained, and only in private about it due, to their fear of the sorceress.
In the past 150+/- years, Rokua has an obsessive hatred towards Cassy since she was one of those very few who managed to both foil her plans and embarrass her as well. She wants the pleasure of killing her to be her own, though. She even telepathically tortured the tactical officer on duty many years ago when she believed he destroyed Cassy's personal ship, this depriving her the pleasure of torturing and killing her herself.
Here's a shot of Rokua on the bridge of the Dagger's Sheath, mentally torturing a Centurion for bringing her bad news, though it was only trivial. And another officer stands nearby, only able to watch in horror and sympathy as her fellow crewman get tortured.
