I think people forget just how little TOS established about its own time period. In the TNG era we know about all the major events affecting the Federation, Klingons and Romulans. Not that it isn't an interesting setting but it gives less story freedom. When I see people say Discovery's setting is limiting it makes me wonder what in particular they're referring to. Other than the fact that Talos is off limits, what do we really know about this setting?
The limits are only in making the show feel like canon. If that isn't a concern then you basically have freedom in any time period. If you want it to sort of feel consistent then the advantage you have here is you got humans exploring space when it was still kind of like a Wild Frontier and less evolved humans. I also think it's easier to get a sense of wonder from this time period because monsters and weird aliens seem to fit better than they would in the future were aliens tend to more represent different cultures or countries and space is basically a version of Earth.
