Non Starfleet personnel on the Enterprise.

The Karidian Company of Players hitched a ride and performed for the crew (unfortunately, their opening night was also its closing night.) Same with Doctor Sevrin's group of space hippies.
 
I think it was in the Writer’s Guide that stated civilians and visiting scientists could be found periodically aboard ship (as guest stars) as they were transported from one place to another as story dictates.
 
It's an entry from a caption contest ran many years ago, a photoshop jam piece from many of the contest regulars. Pretty sure McCoy at the counter and Spock with the ball were my contributions. The image next to Col. Tighe is Kirk from the Gold Key Star Trek comic. Some story about space pirates I think. It was also the avatar of poster Shatmandu who used to run the contest.
i’m almost sure it’s from the comic version of ashes of Eden.

Shatmandu had Afro Kirk as his avatar, which was from the Gold Key run. But you are right about the source of the image in the bowling alley. It's from the Gold Key comics, it was certainly Alberto Giolitti's artwork.
 
It sounds like Franz Joseph should have skipped the bowling alley (which was just a joke by Riley), and used that space for a convenience store and a hair salon.

Nah. Riley was intoxicated at the time, but there's no reason to believe that he made up the bowling alley. The crazy part was thinking that he had the authority to schedule an ice-cream social there. The bowling alley itself is canon.

Heck, I actually referenced the bowling alley in my most recent Trek novel and nobody at CBS objected!

I have to agree. In context it does not make sense Riley is making up the existence of the bowling alley. The humor of the scene falls short.
