Starfleet could very well be the "military" of the future. However, that does not mean it would be anything like what we consider our military to be today.

One thing that is indisputable is that Starfleet is an armed force, specifically an armed naval force (in space), that fights full-scale Federation wars. It is a formal uniformed service with command structure, its own service academy, tactical and advanced tactical training, security force and court-martial.

I doubt it. Technically, they weren't present or doing their jobs during those nine months. So if anything, they got cheated out of nine months worth of paychecks. Granted, I doubt it hurt them that much, I'm sure travelling to another universe probably earns them a premium, to say nothing of the hazard pay for going into enemy territory. The medals they got afterwards probably come with a pay bonus, plus some of them got promotions. Financially speaking, everyone serving on Discovery is on Easy Street.The real question is whether the Discovery crew get back pay for the nine months they skipped travelling into the future.
