It hasn't been as bad as the replacement refs, but it's been pretty damned close lately. Just ineptitude, inexplicable calls, 5 minute breaks to figure out what to call (and then getting it wrong), calling a game super loose, then super tight, and back and forth, just a piss-poor showing from the refs this year. Honestly don't know how the players can even try and do anything, you either get penalized for looking at a player or a 15 yard bonus for stabbing them, and it changes at random. So may as well play super-physical and cheat a bit, and see if they want to call that. Better than playing conservatively and getting it called on you anyway...
Could be a function of the rulebook being a disaster and too hard to enforce, too. Or need full-time refs that take constant classwork mid-week and all off-season to get them back in control of things.
It's been a shitshow this year. Even ESPN, who has the NFL so far down their throat that it's amazing that they can even speak, has starting commenting on how bad it's been. When ESPN crew is closing their marque MNF broadcasts by saying that the refs sucked, again, you've gotta admit there's a problem that needs to be addressed.

Hell, the big 3 in Atlanta used to get calls 6 inches off the plate.
I think they actually call balls and strikes better now than ever.
