I'm going to put this out there: I don't think the Federation fell so much as it fractured. I think there are different factions and each sees themselves as the True Successor to the Federation.

That is my interpretation as well. I think there will several factions that feel they hold up the ideals of the Federation better, and there is a struggle for them to get along.
