Longtime users in generally good standing don't register multiple accounts very often. It's usually new users or permabanned users sneaking back in. It's been dealt with on a case-by-case basis for a long time, and it's slowly settled into that general action. We don't want to ban someone who's been around for a long time, for something that's basically a practical joke, especially if they don't have loads of warnings.
So this suggests that ipirate65 and Squiggy are duals. I don't know what "hopping between two accounts" means in technical terms, but are we to presume that Squiggy stole an identity or merely cultivated his fiction beginning in 2004?
