Couldn't find a thread on this episode, but IMO, it was bloody excellent. Kept me guessing with the ID of the killer.

I haven't been on the boards in so long and this thread is as good a place as any to start.
Great episode.
I LOVED when the chick was flirting with Gibbs (although she'd better stay away from my silver fox). Dinozzo was so confused.
The end was definitely awesome. I'm usually very observant and should have seen that the camera was aimed at Rose but I missed it. I loved how they kept the guys identity out of the press. Not too terribly realistic in this day and age but it drives the point home nonetheless.

It's another great show, I didn't figure it out tell the end. I think this was a first.
Yeah, it was a great and creepy episode. I really, really enjoyed. Their Halloween episodes are usually top notch.
Loved the janitor cam, poor guy having to deal with a freaked out Abby! 
I thought this was a great episode. This was a really cool serial killer, and trying to get Gibbs to kill the final victim was really cool.

Yeah, at first I was amused and then I was like, "hey, back off biatch!"
I thought it was the girl too and the fact that two of the three victims had some kind of Navy connection would play into that as well.
But that was probably just a ploy by the killer to make sure NCIS stayed involved.
And yeah, the entire thing about the killers identity being withheld due to "national security reasons" was sweet justice given that the guy craved publicity above all else.

I haven't been keeping up with new episodes, but I've gotten addicted to the nightly repeats on USA.

I actually never saw that crossover (didn't watch JAG), though I do agree that a lot of people forget that Tony's a damn good agent. I only suggested helmsman because I'm not a fan of the XO position as used in TNG and VOY.
Besides, putting Tony at the helm gives Captain Gibbs plenty of opportunities to smack him in the back of the head.
