So it's probably Voyager, Chakotay to Janeway about going after Seskas baby in "Basics Part I?"
 
Elsa, after she was assimilated by the Borg, of course.

Arturus about his anger at Janeway and the crew of Voyager while the Dauntless traverses the quantum slipstream in "Hope and Fear?"
 
Stellar guesses, all suitable for the context of this very generalizable quote. But as a Russian Fonz would say, nyetomundo.

Also the right crew; right Starfleet : Alien ratio; wrong speaker>>listener direction. Not Jane, Chak, nor Arturis.

My next hint will likely give away the Borg Baby.

This is apparently a real stumper, given the level of knowledge among the regulars that frequent the thread. I feel like I want to try and get the ball rolling at least. I think I feel pretty confident that three series can be eliminated, because of fairly clear circumstances or my recollection, those being TOS, Voyager, and Enterprise. That leaves the two that I know least well. I can make few correct guesses on either, perhaps TNG slightly more than DS9. I will limit my "guess" to a character involved in the quote. Because it's concerning transportation, and I can perhaps double the likelihood of accuracy as he was in both shows, I will venture that O'Brien is part of the dialogue. With fingers crossed, I hope that, if correct, it will help kick start some attempts by people that have these two shows down cold!!!!
 
Wow, it's been since Monday, shoulda put in a hint by now. O'Brien is in the scene but not the one saying the dialogue.
 
Is it Picard regarding the Federation colonists in "The Ensigns of Command"?
