"A PIECE OF THE ACTION"?
Starting to sound like "Obsession".
1. Phasers don't work, but maybe they would if fired on time.
2. Kirk senses "home" knowledge.
3. Clouds are gas.

No. Scotty is never in command in TDM. Were you thinking of him sitting in Auxiliary Control on the Constellation?
Weapons aren't usually tools but the Mortae used as weapons by the Disruptors are also digging implements.First clue: Weapons don't work. Or do they?
Spock is really forward about Vulcan biology in this episode. Surprisingly so.Second clue: A Starfleet crewmember shows a surprising amount of knowledge.
This episode is about countering the effects of Zenite gas, but also, because of Stratos, people are walking in the clouds ie, "stepping on the gas."Third clue: might be time to step on the gas.
Scotty is in command while Spock and Kirk are on the planet but we never see him on the bridge. Spock is in command when Kirk is playing Troglyte with Plasus.Next clue: both Spock and Scotty sit in the big chair, one figuratively.

IOW, the clues are cryptic.Well, the clues sort of fit, but only "sort of"...
It might also be The Galileo Seven:
1. Their superior weapons were demonstrated to the planet brutes but they were not impressed, so, it really didn't work. Later, Scotty drained the phasers to give fuel to the shuttlecraft, so here, the phaser worked.
2. Spock thought the weapon demonstration would work based on his knowledge of how primitive cultures should respond. He was wrong, though.
3. They flew into a big gas cloud nebula, got lost and crash landed on a foggy (another gassy thread) planet. Spock also ignited the fuel in orbit making a big gassy flare. That's 3 gas threads...
4. Scotty sat in the captain's chair, but Spock was in command of the shuttle, so in affect, was sitting in his own "big chair".
Still a bit strained. When you get the right one, all the clues will fit like a glove...
