The old man from "For the World is Hollow ... "

He climbed the mountain even though it is forbidden, so he is a rule-breaker, and he sinned and spoke evil, so he is a trouble-maker.

Even though two guesses are not allowed, it should be ok since both guesses will be wrong. I will take a hyperlink through the guest actor (Jon Lormer), who also played Tamar in "Return of the Archons" and was the same type of mild-mannered rule-breaking trouble-maker.

If Methuselah Flint is wrong, then I vote Plassus from "The Cloud Minders". He was a trouble maker, broke the rule he had with on Kirk, and was workin' that shower curtain real good since it was as much art as everything else oh-so-high in the sky there... :devil:
