Yes, the bumbling coward [. . . ] Kirk rescuing him by phasering him then drugging him. What a loser.

:guffaw: I never really thought of it that way. Oh, I love that episode, which is in my top 10 easy. Now I have something else to look for next time I watch it. :beer:
 
The Caretaker from Shore Leave?
He creates all sorts of adventures for the visitors.
 
The Caretaker is a good guess, and on the right track, but the Caretaker may himself just be a robot communicating the message from a central automated intelligence or possibly from the members of the alien species, if any are still on the planet. Either way, he is not the one I was thinking of.

Clue #2

His good health may be attributable to eating foods rich in vitamins and minerals, although perhaps one is more critical than the other.

1. He can "direct" people to perform or act out skits.
2. Kironide from the native plants gives him his psychokinetic powers. His good health actually comes from an eugenics program.
PHILANA: We haven't had any pressing need for the medical arts. You see, while still on Sahndara, we instituted a mass eugenics programme. We're the result. Pared down to a population of thirty eight, we're perfect for our utopia. We're bred for contemplation and self-reliance. And longevity.​
 
Wow, good choice! It's funny how several characters can fit initial clues. I want to argue that his species is human and would not fit the first clue, but I think (EDIT) there is an indication that these are humanoids of another species, although it is strange that another species would adopt a human philosopher's viewpoints and even use his name. But, either way, I wasn't thinking of him, so we must continue with a clue that knocks this guy out faster than a small cut.

Clue #3

In his last work, he enlisted not only live actors, but virtual ones as well. Only the latest technology can allow such realistic simulations. Going forward he will likely use simulated actors only because the screen actors guild has enacted a boycott due to his failure to properly compensate the real actors.

1. He sets up a (less than epic) battle between good and evil.
ROCK: You'll have an answer soon, Captain. Our world is called Excalbia. Countless who live on that planet are watching. Before this drama unfolds, we give welcome to the ones named Kirk and Spock.
KIRK: We know nothing of your world or your customs. What do you mean, drama about to unfold?
ROCK: You're intelligent life form, but I'm surprised you do not perceive the honour we do you. Have we not created in this place on our planet a stage identical to your own world?​
2. He's made up of rock minerals.
SPOCK: Fascinating. For a moment, it appeared almost mineral. Like living rock with heavy fore claws. It's settling down now to completely human readings.​
3. He creates fake historical people (Lincoln, Surak, et. al.) to act along with real people like Kirk and Spock.
ROCK: Captain, Mister Spock, some of these you may know through history. Genghis Khan, for one. And Colonel Green, who led a genocidal war early in the 21st century on Earth. Zora, who experimented with the body chemistry of subject tribes on Tiburon. Kahless the Unforgettable, the Klingon who set the pattern for his planet's tyrannies. We welcome the vessel Enterprise to our solar system and to our spectacle.​

I think it is one of "Scotty's Hotties". Lt. Mira Romaine.

Maybe it's too literal to guess that, but I think i remember seeing lights in her eyes and there are many entities (or souls) trying to take her over.

Oh wow. I thought you were laying a trap. I didn't mind to step in a trap if Mira was there.

Hmmm, I'll think of a new character and post a clue later in the day. It's kind of good to have a little break and let people catch up.
