I am literally stumped by this one. I have gone through every character in my head. I can't see it being any yeoman, and I don't think Lenore, Leila, Daras, Rayna or Kelinda actually blatantly lie or deny the truth about anything.
Droxine denies the truth about violence on Stratos, but only the once.
I can't think of any other blondes that fit the description.

Ah yes, you see I didn't think of the judge as I would have said his hair was white 
I believe the judge was one of my characters in the past...I'll have to check.
