Neither of you know your Bland Room Decorator very well. This is pretty clearly the special, VGA edition of Bland Room Decorator Classic, which was made in the BRD 3 engine.

It's clearly the little known spinoff Bland Room Decorator: Institutional Decor.

With a cast such as Captain James T Cake, the previously mentioned ensigns, Zulu, Yahoo, Mr Clot and Dr Decoy though I can't remember what the parody versions of Spock and Chekov were called.
Fuck this, clearly no one actually knows what the game is. Did you think people would when you posted it?
