A human who doesn't work to better himself, a Bajoran who doesn't have something Bajorans like, with an assistant who has it, and both like what the human has.

Q-Less! Yes.
Most of my clues were about the scene in the assay office when Vash stows her valuables.
The Bajoran entering Vash's items into the computer doesn't wear an earring. This is quite rare on Deep Space Nine. I can only think of Kira's musician friend from "Sanctuary" as the only other Bajoran without one. Li Nalas "lost" his, so that doesn't really count.
The assay clerk likes the last item Vash hands him--a large, jewel-like object.
His assistant, who does wear an earring, runs off to tell Quark about Vash right as she leaves the office.
Vash seeks latinum, and is not Gene's ideal 24th century human.

A lot of distractions throughout the episode, and Dax hates the idea of groveling because Curzon negotiated treaties with them, and Sisko rightly points out it was him and not Jadzia who did that job.

Voles are infesting the station systems distracting various things like when one set loose the proto-universe that was in the lab, Dax was a field docent as Curzon, and O'Brien's device made an annoying sound, one that hurt Quark's ears.
