Okay, my first clue:
Riker could have been responsible for this.
 
"MERIDIAN"?

Frakes directed the episode, as well as casting Jeffrey Combs in it which started his well deserved long history with the franchise.
 
My cynical answer:

Emissary: Riker didn't protect Picard, which gave the Borg access to critical info at Wolf 359, which destroyed Sisko's life.
 
No, three really interesting ideas, but it's none of them.

Third clue:
Scrooge could have met his "Star Trek clone" ;)
(First I wanted to take this as the first clue, but I thought, this would be too easy, like my Doctor Who reference last time.)
 
Ah, good idea. Especially after the last clue, that would make sense. But again: no.

Okay, a fourth clue:

#1: "Riker" Jonathan Frakes produced the TV series "Roswell" (where the Ferengi landed)
#2: Guest Actor Charles Napier play Adam in TOS, who was part of the group that tried to find paradise.
#3: Quark totally reminds me of Disney's Scrooge McDuck (like Rom of Donald Duck and Nog of the nephews...). The landed in the year 1947, the year Carl Barks created Scrooge McDuck ;)
#4: This time, Odo took the form of a dog (not the rat like in Past Prologue)
