I know that, but I was thinking plant as in replacement, which Ezri replaces Jadzia in that sense on the show. And Ezri kind of dressed like a dominatrix.

I think there were talks about Garak being the first gay character of the franchise but they abandoned the idea.

I'm not sure how much the producers considered it, but it was certainly something that got people thinking after Robinson's first appearance. And to tell the truth, I don't think it was accidental that some sort of commentary could be read into Garak inviting Bashir to drink in his quarters. Robert Hewitt Wolfe was good at long term development, laying seeds for future stories to take root, and at bringing aspects of the writers' room before the camera.
