Most terrible character in DS9?

I dunno, what some people would characterize as Bariel's boringness I would call 'serenity'. He seemed like a True Believer who actually had found peace through his religion...but that doesn't necessarily make for fun TV watching. And I agree that in regard to his relationship with Kira, it rather begs the question of how much it can really evolve. It might have been interesting to see Kira grow bored of Bariel's serenity though; perhaps Winn implements some sort of radical change (as per "Accession"), and Bariel's calmly accepting of it while Kira's increasingly upset by it, and by Bariel's unwillingness to take an active stand.

Worst character: the Breen, all of them, as a species. No unique design (like the Vulcan ears or Klingon foreheads), no species's big motivation (like profit for Ferengis), no backstory or arc, no powers, habilities or tech. And not even spoken lines (untranslated gibberish does not count) or faces without armor.

In two words: nameless mooks. The only reason they were there was to justify the Cardassians turning against the Dominion...
 
Yep. Only thing I can think of is they didn't want to use an existing alien race for some reason and didn't feel there would be enough time in Season 7 to develop a new one properly. So we got the Breen, with about as much backstory as the army of North Koreans employed by the arch-villain in a Bond film.
 
I will say the novels found some interesting things to do with the Breen, which I don't think they'd necessarily explored prior to their significant appearance in DS9.

I have to disagree here.

I find them exciting. Mostly because we don't know much about them, we don't even know how they look behind their masks or whatever they have.
 
A mystery does not work that way, it's not just an unfinished design. The answer to the mystery must be in-story relevant, the characters have to be actively trying to either answer it (if it's some else's mystery) or conceal it (if it's their own mystery), we must have some partial answers along the way leaving us wanting to know more, and ideally have an answer at some point.

Even if the final answer may be disappointing to some, the Burn from Discovery is a better Star Trek example of a mystery.
 
I thought of the Breen as mysterious or enigmatic, but given their late-show appearance, I never really expected to learn much about them, so I don't think I'd call them a mystery in the sense of a question I expected to be answered.
 
And there should still be some mysteries in STAR TREK. Not everything should be explained because there will always be mysteries left to be solved.

For example, one of the reasons why I love VOY's "PERSISTENCE OF VISION" (besides it having a creepy mood) is because the entire situation ends on a mystery. We have no idea what the motivations of the Botha were, or if what happened was even real.

As smart and advanced as we may get in the 24th century, there's no way we can explain everything. And that's a good thing... keeps the hunger for answers going.
 
Alixus in "Paradise" was a very bad character.
I really hated her...so maybe that's good character writing, I'm not sure ;)
Oh dear, I almost forgot about her.

Yes, she was really disgusting. I remember that I was disappointed that she wasn't killed off and I was also disappointed that some of the people there actually wanted to stay in that "Khmer Rouge" society which she had created.

I loathed her even more than the Female Founder.
But both of them were great villains!
 
She reminded me of those vile government officials in "The Outcast". And like them, she got what she wanted. Though at least she was caught and punished.
