If we put a giant aquarium on the moon filled with laser sharks, then a reflector would become... passe' shall we say?
Maybe it's just me, but I don't need MORE light streaming in my bedroom window at night. Every. Single. Living thing on this planet depends on night to work. Trees would be exhausted from photosynthesising 24 hours a day.

Many of us are already denied the simple pleasure of seeing the Milky Way, or very many other stars. There's entirely to much outdoor lighting at night. Much is poorly designed, inefficient and unnecessary.
Highway signs that are easily lit by automobile headlights are further illuminated by bright lights that are mounted below the signs so that light spills upward around the edges of the sign.
Back lit or exposed neon retail signs that emit as much, and probably more, light upwards as in the direction of potential customers on foot or in automobiles.
Retailer and professional office signs with ground mounted flood lighting that spills light upward like the highway signs. Many don't need to operate at night anyway because the offices close before sunset.
Glass (clear or frosted) globes on street lights that lack any shield or reflector on top. These allow significant amounts of waste light to escape upwards into the sky.
Buildings that have their exteriors illuminated by flood lights mounted on the ground, the tops of ledges or wider lower floors. Even worse are the illuminated domes, pyramids and other decorative high rise toppers with the lighting aimed upwards from their base.
How and who would install all these mirrors in the first place?

Actually, the Apollo astronauts put 3 or so laser reflectors on the Moon that have been used ever since to measure the Earth-Moon distance. I mentioned this fact to one of the believers in the Moon landing hoax. His reaction was to tell me to shut up.
I say we coat the facing side of the moon in delicious chocolate icing.
