Why NOT have Tuvok turn up, if Tim Russ is available? It's easy fanservice, and it shows how the world is different in the MU. No Starfleet, no Voyager, no long trip, so Tuvok's right here, aiding the Terran Rebellion.

It's a Trek tradition.To prove they didn't forget Voyager, it was just a tie in. Think of Tuvok as just a prop like so many other bottles, boxes, plants, and other things that have appeared for no reason over various seasons just because they were in a previous series.
