In the same article, it says that Sakonna was to be that character originally.IIRC, Paramount wanted a Voyager character to appear on DS9. Given Voyager's setting made crossovers difficult, showing the Mirror version of one of the Voyager cast turned out to be the only practical option. Not sure why they chose Tuvok specifically, maybe Tim Russ just happened to be available when that scene was filmed?

All you need is a mutual enemy. Even the MU comics there was scheming amongst the Romulans and Klingons as they fought against a powerful Terran Empire.though with all that happening it's hard to understand how anyone gets anything done!)
