He obviously could not have been an augment, since Humans were slaves in the MU. How would his parents get access to genetic engineering? Would they even feel motivated enough to do it?

i'm not a child psychologist so dont quote me on this. but to me and my limited phycology training that qualifies as retarded.In the first grade, while the other children were learning how to read and write and use a computer, Julian was still trying to tell a dog from a cat and a tree from a house. He never really could understand what was happening, but he knew that he wasn't doing as well as his classmates.
What form of intellectual disability would our Julian Bashir (and presumably Mirror Bashir) have suffered from? For instance, if it were Down's syndrome, would that condition not have been corrected in utero by Federation physicians? The Federation does allow "limited use of genetic engineering to correct existing genetically-related medical conditions" (according to Memory Alpha).
Perhaps Amsha Bashir in our universe encountered some kind of pathogen or other infectant that affected little Julian while he was still in the womb, causing his intellectual disability in our universe, but that Mirror Amsha didn't encounter, so Mirror Julian grew up normal, neither challenged nor augmented.
Perhaps MU Bashir was enhanced by the Alliance masters, to make him "the perfect miner" (or whatever)...?

Well, he did eventually become one of the Alpha Dogs of the resistance (along with Smiley).
But anyhow...why no command? Well, his temper would likely get the better of him, time and again....

we can rule out Down's syndrome from day one because he would have physical symptoms if he had Down's.
however since he apparently was healthy enough for his "improvements" to be illegal i presume that condition was rather mild. whatever he now had.
