I sometimes wonder, if ENT had gotten a Season 5, would Shran have been what Worf was to DS9 and Seven was to VOY. We'll never know, just as we can't really know what a Worf-free DS9 would have involved.
Unlike TNG, which ignored its incipient romances, or VOY and ENT, which had single flagship romances, DS9 had several romances on assorted back and front burners: the married couple, the single dad returning to the field, the violent kinky pairing, and Kira getting lusted after by pretty much everyone except Bashir (while the actors who played them got it on in real life). So I would say that in the context of DS9 being a TV show, a Jadzia/Bashir pairing was possible, but not certain.
In terms of the characters themselves, I adhere to what Ezri said. "If Worf hadn't come along, it would have been you." It's possible she was lying because she wanted Bashir for herself, but it doesn't seem her style.
