Use of a Tractor beam as you suggest would have the same issue as an orbit between two closely matched masses. K7 wouldn't swing the E around herself; they would both "orbit" a barycenter about a quarter of the way along a line from K7 to the Enterprise. A do-see-do, as it were. Now add another ship swinging around. Suddenly the motion becomes more difficult to track. The station is lurching this way and that as it swings massive starships around in different "orbits." Now imagine 5 ships visiting.
Absurd.
Each ship should be parked in a relative position and stay there. The ships are responsible for "station keeping" using gravitic thrusters or whatever they have in short bursts from time to time. The station does have a tractor beam to keep things at a comfortable distance, if they begin to drift too close.
Much simpler. Much more plausible.
