Honestly, with total appreciation for you views which I wish I had, I think you're being naive over the sociopolitical dynamics in place right now in North America. Ten years ago, I thought the U.S. could never get into the same anti-immigration politics that Europe was in at that time, but now the U.S. has overtaken the EU by making those politics mainstream.
Oh trust me, we in Europe do not underestimate it. We're about 5-7 years behind you when it comes to extreme right winged morons. They are gaining ground, the views on immigrants is becoming harsher every day. You can't bring up a subject or people are blaming the asylum policies of the left as the fault for it. I'm Dutch, and the Netherlands was once a great country for the LGBTQ+ community, now things feel a lot more hostile. I know people who support think Trump is a great man. Again, I'm Dutch.....

The card says Steve Rogers will return. Not Captain America.The Russo's knew EXACTLY what they were doing when they handed the shield to Sam. He IS Captain America. It's Steve that is returning, that's all. But like I said, some people on the internet, including some know it alls here, have decided that he can only return as Cap.
Well technically once your Captain America your always Captain America. Most of the heroes tend to still go by their real names when talking with each other so these nicknames are really a product of how society sees them. Therefore I am guessing society will just look at it as having two Captain America's around provided they find out Steve Rogers returns.
I wonder if when filling out their taxes how this goes when listing employment. I doubt either Captain America's list 'Captain America' as their job. My guess is they are more likely to write down that they are soldiers for the United Sates government or in case of Rogers a solider who works for "Shield." Speaking of which he never officially died. He just kind of left. Perhaps he is returning because he knows he owes the government back taxes and he is to noble to cheat on his taxes.
Cap went AWOL for a while. Steve I guess pulled in a stipend from Stark between Infinity War and Endgame. Taxes were probably paid by Stark.
The snap was the event itself. The blip was the length of time it lasted.
I loved that scene so much. Not quite as eerie but I loved Yelena's similar experience as depicted in Hawkeye.

I didn't really care for Wanda's reality show part, it was cool the first time and gives us an insight into her state of mind, on rewatch i basically skimmed through it. When I first watched it I was almost completely new to the MCU, having only seen Iron Man and the first Avengers movie
