After his comments HERE, they were never going to give him the chance.
An absolute sham and travesty that Manu was not asked to return as Icheb. Completely the wrong decision having a complete unknown play him.

That the guy in question was Anthony Rapp of Discovery fame, he was shooting himself in the foot. Star Trek producers don't want to deal with PR shit.

But the link in post 8, shows more of Manu's thinking, and what he said.

Words to that effect.
Let's examine PIC's logic behind bringing back characters/actors (besides the obvious Picard, RIker, & Troi):
John Ales as Bruce Maddox: Guy was on screen for a total of about five minutes before he dies. No real reason to bring Brian Brophy back, considering he's not even acting anymore and nobody would really have cared about seeing Brophy again anyway (sacrilege, I know...)
Casey King as Icheb: Guy was on screen for a total of about 2 minutes before he dies. Death scene probably exists solely as a 'fuck you' moment to Intiraymi anyway.
Johnathan Del Arco as Hugh: Has a prominent role in the story, and also has audience interest in the character: Makes sense to bring back the original actor. Reunion scene between Picard and Hugh very touching. However, character ends up getting killed for no real good reason, and Picard just basically shrugs his death off. WTF?
Jeri Ryan as 7 of 9: Main character in VOY and a fan favorite. Was mainly brought back because of her past as a Borg drone like Picard/Locutus. But is written to be a completely different character from what we saw in VOY, and there are zero references to her time on Voyager or anything else having to do with the crew or that show. This character (former Borg drone now in some space vigilante group with a hint of lesbianism) could easily have been played by anyone, and could easily have been a new character since she really has nothing at all in common with the 7 of 9 character from VOY other than the actress who plays her.
