Mandatory Starfleet service

There was a discussion about the differences in the way Picard and Kirk confront problems.

I always thought Picard filters every issue through his own morality. There’s a moral certitude to his views of what’s right and wrong that plays into his leadership.

In contrast, Kirk has his beliefs but he tends to hang back and let a situation play out to a degree. In “Space Seed,” Khan makes a great point that Kirk lets Spock drive the conversation and observes for weakness. And you see that in a lot of episodes, where Kirk uses the arguments between Spock and McCoy to feel out a problem.
