Royalties can add up, ya know...and havin' Shelby on VOY would have given Piller just that much more than the other two. Its not like Rick Berman every wrote an episode...

Is that how it works? I thought if you are a staff writer you don't get individual ownership over characters. If you are freelance, contracted in, you do, because you don't have a continuing job.

I mean I don't know, I just assumed all the permanent cast and crew get royalties at a fixed rate, not according to how much they wrote or acted in each episode.
 
I think she got mentioned in "You Are Cordially Invited..." Jadzia did mention Captain Shelby of the Sutherland owing her a favor. And that's why they got the firedancer. :) And then Sirella gatecrashed.
 
Yes, I was sure there was a reference somewhere along the line! Makes sense she'd quickly become a captain, especially with the war.
 
As others have said so eloquently, no need for her in DS9 and TNG appearances quite enough :)

Glad they found even a limited role for actress Gibney though. There's someone who deserved a bigger trek role.
 
Susan Gibney was one of the final few for Janeway, but it was felt she was too young. And I think she missed out on Seven of Nine for not being "talented" enough.

And since Peter David was usin' Shelby in the New Frontier novel series, there was whole rant from her in one of the novels about "Shelby Not Me!"

And we all know what "talents" Brannon Braga was interested in...

Kira would have gotten along with Shelby like Oil & Water, Vinigar & baking soda, Mentos & Coke.
It could of made the show interesting
I would of put bets on as who would have thrown who out an air lock first?

Correct, and there's often a lot of confusion on this point, specifically as it relates to Locarno and Tom Paris.

If you are a full-time, regular, salaried member of the writing staff, then you don't have any claim to any specific characters and you get paid a pre-determined royalty rate.

If you are a freelancer and write an episode, and create a new character as part of that episode, then you still do not own the rights to the character -- Paramount does -- but you are entitled to royalties any time that character is used in another episode. So, for example, you couldn't stop Paramount from using the character nor could you go off and use them yourself in your own unrelated project. But if Paramount wants to use them, they have to pay up.

Naren Shankar, who co-wrote "The First Duty," was not a staff writer at the time of that episode, though he later became one. Therefore, had the Tom Paris character on Voyager been Locarno, Shankar would have been entitled to royalties for every episode Paris made an appearance in.

Michael Piller, on the other hand, was not only a staff writer, but an executive producer and the "showrunner" at the time of "The Best of Both Worlds." Not to mention that he was also a co-creator, executive producer, and showrunner on DS9. Therefore, his salary and royalties wouldn't have changed whether they used Shelby or not.
 
I suspected as much, it was the same with Doctor Who. Every time the Daleks appear, Terry Nation (and subsequently his estate) gets paid. This caused problems when it was decided to exile Pertwee's Doctor to Earth, and give him the Brigadier as a foil - a character originated by Mervin Haisman and Henry Lincoln in a previous story. It's also why K9 rarely appears on The Sarah Jane Adventures.

Actually, no. Jeri Ryan didn't divorce her husband until 1999 (two years after she started on Voyager) so her and Braga wouldn't begin dating until after that.

I had a job where my shift supervisor, who was paid by the hour, made more than our department head, who was paid a salary, thanks to his overtime.

Sometimes bein' the boss sucks.

A similar circumstance happened to my department at a hospital, where at times my supervisor was paid more than the salaried director. But there was simply no way that my supervisor (who earned that money) was going to be paid more than the head of the entire hospital, which I think is the closer analogy. Berman wasn't that hands-on that the pay difference between the two would be possible for a subordinate to make more.

I wonder how much Berman made out of Star Trek? Four TV series and four feature films... I doubt he needs to work again.
