Not sure what it is exactly, but Odo is lamenting not being able to spend more time with Kira, in this case, a temple of the Prophets. Odo says he wishes he had faith in the Prophets in the way that Kira does - Kira says something like "that's the thing about faith, if you believe, you don't need it" or somesuch. Reminds me of the "faith and reason are like the shoes on your feet..." in B5.

That's the thing about faith. If you don't have it, you can't understand it, and if you do have it, no explanation is necessary.

I think that the quote in question was in the episode "Treachery, Faith and the Great River" Season 7 episode 6 in the closing scene between Kira and Odo...
