@Mr. Laser Beam Yes. A poor plot device, I think.Probably because he knew Dala would take the phaser and steal the Delta Flyer. Tom and the EMH were waiting there so they could capture her once she did that.
And this further enabled the EMH to pose as Dala and get her cohorts captured as well.

On the note of the phaser being carried into the cell: where was the cell? Considering that Janeway didn't carry any sort of weapon into the bring where Seven was initially held (even under direct threat of death from Seven) I'm inclined to agree with you. If the cell itself was in an unknown or hostile area then I'd understand the phaser being carried in by Neelix.
(I need to rewatch this ep and refresh my memory it seems)
So, most likely the plot device. One other thought: there are variabilities based on character. Neelix is less confident and more likely to feel the need for the phaser compared with Janeway. But that aside...@cosmic mouse Looked like the same cell Seven was in.
