The landing party couldn't contact the ship because their communicators had been stolen.
There were six people in the landing party. Jahn breaks into the lab and pockets four communicators, we assume the ones that Kirk, Spock, McCoy and Rand had beamed down with. Somewhere guarding the perimeter were the two redshirts, what about their communicators? Or, worst case scenario, why couldn't Spock fire up the disaster beacon transmitter and signal the ship with that? Or even find some old ham radio gear or the radio in a police car or fire engine? I would assume that the Enterprise's communications system was still monitoring all frequencies and should have been able to detect any jury-rigged signal sent from Spock. Message: beam down more communicators!
