Seven was one of the most interesting characters of Trek's later TV-existence, after DS9 ended. Jeri Ryan managed to make her so much more than just the eye-candy she was supposed to be. I don't agree that her costume took anything away from the character.
I don't know for sure but I suspect that her character - Seven of Nine, might be one of the most iconic characters in the franchise.
I don't think any character will ever outshine the Kirk/Spock/McCoy triumvirate. Too few people watched or liked Voyager to place her in the spotlight she deserves.
I think when it comes to icons, you're right. They are even in song.

Seven of Nine was one of the first downloadable pinups of the Internet era. In 1997 and 1998 she was one of the hot sci-fi women that the nerds of that time would download via their dial-up connections. She did develop into a well-textured and interesting character with some very strong stories written to accommodate her growth on the show, but she did have a powerful appeal as eye candy in the era of America Online and waiting nearly half an hour for one color photograph of a sexy actress to download on your home computer.

it was a mere coincidence that she turned out to be really good as an actress and thus enabled developing the character the way it happened

She was coming off of Dark Skies, so she already had some genre recognition..the ‘fenders’ are costume enhanced, same as Deanna and even the Chaps.
I think Seven one of the most iconic images in Star Trek, especially to people who were growing up when Voyager was on the air, but I think it's a stretch to say she is one of the most iconic characters.
All my friends who have no interest in Star Trek can remember what Seven of Nine looked like, she was an attractive woman who appeared on all the promotional material for the show, but none of them know what the Borg is. However, just as an example, they'll probably have at least a vague awareness of Spock being a logical Vulcan, and they will definitely know who Jean-Luc Picard is.
I agree with @Satron and other posters saying she was one of the best post-DS9 characters in the show, and Jeri Ryan nailed the performance, but it would be pretty naive to suggest that her looks played no part at all in getting the role. She's only a great character to people who've watched the whole show, or at least a good portion of it. To the multitudes of casual viewers who have seen a few episodes, she's the big breasted blonde in an insane skin-tight suit, and it's likely her presence is the reason some of those people were casual viewers in the first place. Her costume somehow has separate breasts, that wasn't an accident.

I have no problem with a show (especially sci-fi) making a concerted effort to show things in a more sex-positive light rather than allowing the assumption that anyone who looks super sexy is really nothing but a body.
I don't agree Star Trek has ever done a good job of that, though, despite how solid the characters often were, because I also expect shows to make a real effort to treat all the characters equally (IE, treat them as characters first and let everything else come from that). And yet we had T'Pol wearing a skintight uniform from a culture where almost everyone else wears long, baggy robes, we had Seven, whose Borg outfit sort of made sense at first, but who obviously should've become part of the crew as a part of her character arc (just like all the maquis did) yet she remained stuck out of uniform forever for no logical reason, and we had Troi who actually was supposed to be an officer yet still barely ever wore an actual uniform with no explanation whatsoever.
Its the incongruity of it all - like 'battle maidens' with chainmail bikinis. It is obviously ridiculous and therefore instantly betrays the fact that the showrunners do not take the character seriously, which in turn has a domino effect on the audience, many of whom also don't take the character seriously, massively undermining any actual progress the character may achieve.

I think the actresses were all talented enough to rise above that obvious double-standard when it came to the costumes. It's so obvious and unnecessary how Major Kira's uniform changed from the standard two-part ensemble, with the slightly too tight trousers for the women and men, to a very tight onsie after a few episodes.
