It's the 23rd Century and they still haven't figured out a way of tanning skin that a) doesn't give one cancer, and b) doesn't make the skin orange.

That, or they're being more realistic about the nature of Starfleet cadets: brilliant geeks and geniuses who, like real world geeks, don't see much of the daystar even when they're planetside.
