Lack of character development.

I wish the writers had tried to develop the characters more and rely less on cheap plot gimmicks for the show. Did Voyager really need a time travel show every fifth episode?
I just recently watched seasons 1-6 and I believe seasons 4 and 5, where the majority of the scripts focused on Seven's character development, were certainly the best of the series.
I am currently on season 6, episode 24, Life Line. Season 6 is just brutal. The scripts were not of high quality. Seasons 1-3 were snoozers.

The writers seemed to develop the Doctor's character the most. Maybe it was Picardo's acting skills.
Janeway, Chakotay, and Tuvok all seem rather bland. Ensign Kim is almost an afterthought.

The show is okay, but it doesn't compare favorably to the first 3 ST series.
 
Even Chell - despite mostly off-screen - received more character development than Harry Kim.....
Chakotay suffered from stereotypical clichés concerning his heritage.
Tuvok was underused.
And Seven's character was dominated by her physical attractiveness.
 
It's hard to see how you think Tuvok's character wasn't developed. He was the first "average" Vulcan we got to see over the course of multiple years, and discovering Tuvok over those years was interesting. The character had a lot of depth. Also through Tuvok we learned about Vulcan culture, marriage, religion, and the difficulties their society places on them.

Chakotay was under used, but even with that details about him were revealed over time. It was obvious that he had a lot of internal rage being held in check. Largely dismissing his spirituality early on was a mistake and made the character less distinct.

Janeway was one of the most interesting people on the show. I'm one of those who holds that Janeway was experiencing psychological problems stemming from her decision to destroy the Caretaker Array, and her isolation from the greater Starfleet support structure. Watching her temperment swings and sometimes wild alternative choices in how she handle similar situations over the seven seasons, well it was something to see.
 
For people who want to know more about Janeway there is the novel Mosaic. I liked it very much.
