John Billingsley would've been good as the never depicted Dr. Cox.

Dr. Cox was Dukat's psychiatrist while he was in UFP custodial care after Sisko & Co. retook DS9.

He was never depicted on-screen, just mentioned.

But, I think John Billingsley would be, would've been, fine casting as Dr. Cox.

Given Dr Cox was nothing more then a name drop you could have had any middle-aged person in the role. No point wasting money on an actor for a character that doesn't need to appear for any reason at all.

DUKAT: The thing that the Bajorans never understood is that we, as Cardassians, were simply superior to them! granted, the occupation may not have been the easiest time for their people, but the Bajorans came out of it as a richer culture.
