Jodie Whittaker is the 13th Doctor

Just because someone is from a marginalised group doesn't mean they should get a free pass for crappy behaviour or that just because they are from a marginalised group that they won't do anything to harm people - look at Margaret Thatcher.
 
For the record, the idea of a female Doctor is an old one. It was first presented by Sydney Newman, one of the credited creators of the show, as early as 1986. Rumor has it that Joanna "Absolutely Fabulous" Lumley was considered for the role. So the idea of a female Doctor is by no means as radically new as some claim.
 
Joanna Lumley portrayed the Doctor in The Curse of Fatal Death, written by Steven Moffat and released on VHS by BBC as part of their Doctor Who video series. What could be more canon than that? (Bearing in mind that there is no Doctor Who canon, of course.)

So her coat DOES contain a hood.

I recall there was debate given the face on angle we originally saw.
