Doctor Who has always been something of a tall tale, and part of the fun of tall tales is their cavalier approach to their own internal logic and consistency. It's the kind of show where one needs to turn off one's continuity-policing urges and just go with it.
Since when? Internal consistency is pretty much completely necessary for such stories because they have to be so simple you can sum them up in a few sentences. Rules are set up early on with a clear path towards the resolution of the drama. Magic beans grow stalks to the cloud kingdom, true love's kiss breaks the spell, an act of selflessness does something magical, etc. You might be thinking of Judeo-Christian scripture, or Steven Erikson.... part of the fun of tall tales is their cavalier approach to their own internal logic and consistency.

^Those are fairy tales you're referring to, not tall tales. Tall tales are things like the story of Paul Bunyan or the claims of Baron Munchhausen -- tales that are based on brazen exaggeration and implausibility.
I really want another Peladon story, just so we can see the Alpha Centauri ambassador again!

I just find a lot of these publicity stunts quite tacky, and think they chip away at the show's integrity. Casting The Doctor's daughter as The Doctor's daughter is just too meta-showbiz for me. It's an episode that just existed to gain tabloid inches, down to the stunt-casting and stunt-title.
Other people's mileage may vary, but I don't believe for one second that it was a coincidence, and the episode is held in contempt by a lot of fans for very good reasons. It's a pile of wank.
