One of the neighbour kids in their own front lawn wasn't being fed, because the neighbour lady didn't want to feed her children outside, or go inside to feed them, or stop the kid yapping and bawling about being starving.
Yes, it is a double standard, but men do not produce that sort of milk, so "his" flash would be out of context, in a similar situation... Or did you mean that it is rarely illegal for men to walk around with exposed breasts?

I agree, but there's a logical progression. A flawed logical progression is way better than picking a fight with children because Satan ordered her to. Which to me sounds like anger management rather than bipolar behaviour.
If however she was sane... Sometimes you get into a position where you have to punch someone as hard as you can or you do something silly to calm stuff down without coming off as a coward. I don't think that's what happened. My best guess is that Carey the stuck up neighbour lady said something awful about Jennifer losing her own children, but that is only a guess. Jennifer called Carey the stuck up neighbour lady a bad parent, so Jennifer's own parenting was fair game.
Seriously though, Jennifer wasn't walking around starkers, she was flashing her parts briefly, and screaming "woo hoo" covering them up again, and then flashing again and saying "woo hoo" again & again like Morse code with nipples. Rinse and repeat, rinse and repeat. I am crazy, so I understand what that means completely. Carey the stuck up neighbour lady must have made some comment about how breasts are not allowed to be exposed ever for any circumstances even if her young children are crying. "Woo Hoo" totally means that the target of that "Woo Hoo" is a sanctimonious twit who needs a chillpill and perspective because breasts are completely benign and natural and shouldn't be treated like filth.
Jennifer thought wrongly that she was in a morally superior position where she had to teach civility to a backward Victorian moron, and only wound up in jail because of how completely she misread the situation.
Again Jennifer is crazy, but only an asshole calls 911 because they see breasts and feels threatened by them, which is what Carey said, she felt that Jennifer would escalate to violence next, which is why the police had to come and save Carey's family as immediately as possible.
It took the cops three days to get there and check out the situation.

One point that was brought up, is that if these two women had been living next door to each other for months/years, then that 911 call was probably about a lot more than what happened on September 1st 2015.

No, I think, if this interview is anything to go by, that Carey would be completely blind sided by the situation that presented itself that day, and Jennifer was just a menace to society. Although it felt like it was the other mother in the interview who made the 911 call, not that it mattered who called the police because steps did have to be taken if Jennifer was unprovoked and her episode did not seem isolated.
My real problem with this situation is that Jennifer, as bananpants as she was, picking a fight with an adult, using "nudity" instead of her fists, and as a thank you for not putting her knuckles though Carey's face, someone decided to charge Jennifer with a sex crime against children, which will put her on the sex crimes paedophile registry for the rest of her life, when Carey, an adult, was the real target of Lein's bosoms, and not the unfortunately nearby children.
Even if Jennifer was an unmedicated whacko having a tantrum, that does seem disproportionate and insincere to put the woman in a situation where she can never work again and needs permission to cross state lines, and has to immediately introduce herself as a paedophile to all her neighbours whenever she changes residence.
