If not, please consider the following: I'm not from the United States, so I have some cultural difficulties to understand why somebody, who showed bodyparts in public, has to be arrested by two policemen two days later and actually has to go to PRISON for two weeks.
I admit I had to check the word, since english is a foreign language for me and I hope I chose the correct one: I wanted to refer to the principle of commensurabilty.
And if you (or somebody else) think that citory letters(?) by the police or the court don't work anyway so you better send an arresting-commando right away, you're free to do so. But you should not laugh about people, who think that they do.

There was a 911 call. So the police came immediately. They would have asked Jennifer to report to the station for a talking to, so they could set up a court date to settle her actual punishment or aquittal.
Failure to appear, so that the fuzz actually had to go get her and then she resisted arrest. Not violently. But verbal threats in America are considered Physical Assault charges, and Assaulting an officer is a biggy.
Remember at this point she's only been charged with crimes, she hasn't actually seen a judge, and "county lock up" probably isn't like big prison, but it's also larger than 4 cells at the back of the Sheriff's station.
"Exposing your self to a minor" is a sex crime. Some people (most people?) gain sexual titillation from showing their genitals to other people. Forcing unwilling people to see your genitals is a different kind of rush on par with rape. Forcing unwilling children to see your genitals to get a rush is paedophilia. A boob and her bum are hardly genitals, and "mooning" is long held gesture of disrespect that has nothing to do with sexuality. It's actually the origin of the very popular phase "Kiss my ass".
Obviously that's not what happened, or that's not the context of what happened, because although Jennifer was eyeraping children, it wasn't for her own pleasure, and the children where not the target of her display.
So yeah, it's a cross between a zero tolerance thingy, and you have to take the charge serious until the judge decides if it's really sexual assault, or a false claim from an asshole wasting the court's time, because sometimes it is a dirty bastard getting off on showing his dick to 9 year olds who needs to be dealt to swiftly.
If Jennifer had been an adult and cooperated calmly with the polices expectations, they probably would not have come to her house (a second time?), and she would not have gone to jail, and she would have seen a judge a month later where she would have apologised for an argument she had with an adult that got out of hand, and that she had been so angry that she had forgot that children were present.

In all likelihood Jennifer was on probation or parole.
Break even a little law when you're on probation and you're in trouble and straight back to jail, plus penalties.
