As for the rest - I have some non-Trek capital ships I want to build at some point (we're a month away from the new system landing!!! Hurry up!!!!) that should be interesting. Not sure if the WIP process will be posted here or over at Sci-Fi Meshes. I know I'm welcome to post here, but I'm taking about a proccess that will take a few months (IF, damnit, IF, I can stick to it).

Personally, I always love to see the WIPs! It's in the same category as concept art to me. I like to see the process, plus we usually get to see features and angles that wouldn't necessarily be in the final renders. I will finish both of these ships - when the new rig arrives. I can't promise they will be top priority, but I will get back to them.Going back to the Horizon and Constellation designs:
The Horzon is a new-to-me ship, since I don't play STO, and I must admit the untextured model doesn't feel very "Federation." I think it's because the sphere hangs below the engineering hull, but the overall silhouette feels more like a Romulan ship than a Federation one. The whole line of the ship slopes "down." Contrast the Daedalus or the Pasteur, where the engineering hull is below the sphere and the ship slopes "up."
The changes you've made to what I presume is the STO ship (I just did a simple Google search, so perhaps what I found is more fan reinterpretation) pull it more to the Federation than the original, but it still seems like a Romulan ship to me.
As for the Constellations, I agree that the design is one of those "looks cool but then you think 'why?' " designs. In my eyes, four warp nacelles and two impulse decks suggest "this ship goes fast." No engineering hull suggests "this ship is relatively short ranged." (I'm aware that Reliant has more internal volume than Enterprise, but the design language still suggests "shorter ranged." I don't know how Stargazer compares in all that.) Further, to me the TMP-based nacelles make me think the Constellations must have been originally designed before the Excelsior. And then there's all the shuttlebays.
Not being a modeler myself, I don't have the "rebuild it into something more sensible" option, so I had to figure out a reason for Starfleet to have a high-speed, short-range ship with a huge small craft capability, that also fit with my idealised "Starfleet doesn't build pure warships" philosophy. I settled on the ships being dedicated rescue and disaster-response ships, vessels that might not have all the capabilities of a cruiser or dedicated hospital ship, but that could get to a situation as close to instantly as was Federationally possible. The shuttlebays are because of all the "we can't safely use the transporter" situations that seem to come up in Trek disasters.
But that's just me. I really like where you were going, trimming down the shuttle bay spaces and adding full-length nacelles. Once the new computer is up and running, I look forward to what comes next!

I told you before, please make more of an effort to compose your contributions in a way that are more easily decipherable to others. For starters, in this specific case you could have quoted the post you were responding to. But also, why would you assume anyone would be able to get why you referenced the Babylon 5 Technical Manual of all things? Everyone of us writes a post from time to time that no-one else gets; that’s fine and really not the problem. But almost all of your posts seem like you deliberately compose them in the most mysterious way possible. The purpose of an online message board is to exchange ideas and thoughts.
