Well, it's not a speech, but.....
Right next to the dog faced boy.

And I can't find a clip of it, but the scene in Journey to Babel when Kirk takes command back from Spock and is ready to leave, but stays when the Orion ship comes back. That battle scene is perfection.

I think one of Kirk's finest moments isn't a speech but watching his wife and unborn child die in his arms in The Paradise Syndrome. Probably the most poignant moment in all of TOS.

One of my favorite Kirk episodes is Corbomite. It LITERALLY has everything:
Demanding Kirk (phaser drills)
Shirtless Kirk
Angry / Impatient Kirk (yells at Bailey, chews out McCoy)
Cool Kirk (I'm going to my quarters to change and freshen up before I go to the bridge to deal with this strange cube emergency)
Funny / Witty Kirk (I'll get a better officer in return!)
I Love My Ship More Than The Ladies Kirk (discussion with McCoy about Rand)
Speechification Kirk (Irrational Fear speech)
Humanitarian Kirk (we're beaming over there)
Crafty Kirk (Not Chess...Poker)
Badass Kirk (Death has little meaning to us. If it has none to you, then attack us now. We grow ANNOYED with your FOOLISHNESS)
Only missing elements are Kirk-Fu and pimping the ladies.
