Tolar's optilithic data rod. Why didn't it pass muster? It was pure Caradassian, apprently it wasn't the pretense that was on it. It was seemingly the transcription. Looking at it in today's terms, if its digital its digital its either perfect or an obvious dud.
Could it be DS9's equipment? It was Cardassian.

Not quite understanding why it didn't pass and how the Romulans had the ability on a scout ship to figure out that....its a FAAAAKKKEEE

It didn't pass because the story needed to advance.

Besides. nobody here is qualified to discuss either 24th century Cardassia data recordings or Romulan authentication tests.

I can only speculate that the Romulans have some way to see if it's a holographic recording or not

Garak implied that it was the forger himself that wasn't up to the job. Perhaps his time in a Klingon prison had affected his confidence. It was probably the incident in Quark's bar that made Garak think up his Plan B.

Precisely. If it was faked; then it probably can be proven as such. It took the possibility of degradation to convince the Romulans that it was authentic, so I can only assume that the problem had something to do with its quality.

I for one neither know nor care why it didn't pass; it didn't, and whatever problems there were with it were later attributed to the explosion. That's all I care about. The last thing a brilliant episode like "In the Pale Moonlight" needs is more technobabble.

A sound recording made from prerecorded samples, digital and analog effects, and general wizardry can sound quite good and real with enough effort, but there are definite markers that IT'S A FAAAAKE! if you look carefully. I'd assumed its the same here.
