Well the episode is certainly devisive and I doubt we'll ever agree if Janeway made the legally and/or morally correct decision.
 
She made exactly the same decision 4 years later, with one of the same people, in Riddles.

Hells, it was done to her in Threshold.

If Janeway's dearest wish after returning to human form had still have been to be a lizard getting diddled by Tom all day long in a swamp, then every adventure she had after season 2 was drenched in Bitterness and contempt of her own thumbs.
 
Actually that's a good point. Did Janeway murder creepy smiley, I love Neelix, Tuvok?

Didn't emo-Tuvok also have a natural talent for cake decoration just like Tuvix, hmm

And he was certainly sentient
 
Let us imagine this: Let's say that Tuvok or Neelix had merged with some strange species at that planet and the result had been some hideous monster, like what Barclay became in the TNG episode "Genesis". Would anyone have considered the result of that accident a "real person" or would anyone have cared if Janeway decided to separate those beings?

Nothing Human (Again): Charming Mengele like Cardassian who's contributions to the EMH's data base was acquired through just enough inhumane vivisection of sentient lifeforms to force the Doctor's castration of that knowledge. (DOH! IT'S THE SAME!!!!)
