A human being doesn't need a brilliant creative mind to come into existence (any idiot will do). You can't compare a quick sticky fumble in the hay with the monumental cognitive task of creating AI

Boothby can't have been much older than Picard when he was first at the academy though. Are we absolutely sure he wasn't just grooming youngsters (did they ever do a background check on this guy)
