James Bond is likelier to be a Time Lord than Guinan. He's had how many faces now? Six? Seven? Obviously regenerates.

So, for that matter, is Neil Degrasse Tyson. (Has a machine that can go anywhere in time and space, is probably a regenerated Carl Sagan who crossed his own timeline, not afraid to pick on a whole planet [Pluto].)
 
I dislike crossover sci-fi in general. In that this is fan-fic crossover just edges it closer to the abyss that is should-never-been-thought-of

Guinan could be a Time Lord. For one thing, the lit isn't canon, so you could disregard all of that real quick. (or work it in)

Q outs her as something other than what she appears (more than a bartender and, we learn later, Picard's friend through time), and she takes on a defensive stance against the near-omnipotent.

Maybe her whole story about being an El-Aurian is a cover she took on. Or maybe she was hurt during a regeneration and was taken in by her "father." Maybe she and Q had dealings when she was The 28th Doctor, or in a different form as The Bartender, 50,000 years ago over Orion IV.
