Sisko might have insisted on it being transferred directly to Tolar.

Why are we surmising Tolar had possession of or had been promised the gel as payment? According to the scene in the conference room, Tolar was working for his life and for his freedom directly for Sisko. Garak need have no hand in that transaction as it solely relied on Sisko's influence. There was no discussion about other payments.

"We" aren't. At least I never assumed that. Tolar was working for being sprung from Klingon death row. The gel was for the provider of the genuine but blank data rod. Who could it be? A colleague from the Obsidian Order? I'm sure there are all sorts of interesting uses for the gel. Or maybe some glin who works in Cardassian headquarters with data rods. Or the place where they make them.
