They saw it coming, but couldn't get Starfleet to do anything about it. I guess everyone in the Federation finds Betazeds to be as annoying as Star Trek viewers do.

In regards to Sisko going it alone: Doesn't he say at one point that Starfleet Command signed off on everything?
