Yes of course they do, sometimes with good cause, sometimes not.

Also in my experience a lot of managers are lazy and rather than do hard stuff like rate individual performance by results and pro-active supportive management they prefer to run on productivity statistics and hatchet jobs.

The world is full of c*nts in management positions, sadly.

Indeed, you can't trust people to do a decent job unless you pay them a decent salary, office monkeys aren't paid decent so you can't trust them, instead you can hire other people to watch over the people doing the job and you can hire even more people to check that jobs are being done.

This way a lot of (low paying) jobs are created and as we all know: bosses like having lots of underlings.
