Given that an inactive holosuite is ultimately just a room, why would she not use any of the other 'normal' rooms to be found on this massive space station then rather than chose a room previously used as a holographic brothel above a busy pub?Her office would actually be in an inactive holosuite in Quark's bar (much to Quark's displeasure and Odo's delight).
And your ordinary Deep Space Nine rooms presumably can't accommodate such things, thus leading a Starfleet flag officer to set up shop in a disused holographic whorehouse?Because admirals need their fancy desks and logos?
But not in an inactive holosuite.They can recreate their own office in every detail in a holosuite.
